Chaska Administration Department

The City Administrator's Office is committed to providing exceptional services that enhance the quality of life for our citizens.  Currently, Matt Podhradsky serves as Chaska's City Administrator with Bart Fischer as Assistant City Administrator and Margo Steffel in the position of Deputy City Clerk/Administative Secretary.

The City of Chaska Operates under the Council-Manager form of government, created through a home-rule charter.  In 1975 the City abandoned the home rule charter, becoming a statutory city maintaining the city manager form of government.  Under this structure, the City Administrator is the chief executive officer of the city and is responsible for the overall management of city operations.

Functions of the City Manager include:

  • Implement policy decisions and legislative actions as directed by the City Council
  • Make recommendations to the City Council on the business of the city and policy considerations
  • Oversee the operations of the City, delivery of services, and determine performance
  • Assure that the laws, ordinances, and resolutions are enforced within the City
  • Appoint upon the basis of merit and fitness and remove all other appointive officers except the City Attorney, all heads of departments, and all subordinate officers and employees
  • Prepare the city budget and oversee financial operations
  • Serve as liaison for the City Council to state and local organizations

Chaska Redistricting

Every ten years, upon completion of the federal census, the federal, state and local levels of government go through a process of redistricting. The redistricting process is completed to help balance resident populations within district lines, so as to ensure equal representation.
 
The State of Minnesota completed their redistricting process near the end of February. The local municipalities then determine their boundaries, with the counties following up last. The municipalities have until the first week of April to complete their process. After that counties will determine their county board districts. 
 
The City of Chaska redistricting process, utilized the following objectives:
• Have population sizes within each of the wards be as equal as possible.
• Keep a four ward system within the City of Chaska.
• Keep ward borders as logical as possible, based on major landmarks; roads, rivers, etc.
• Go from six precincts to four precincts. (Attempt to have only one polling site per ward.)
• Do not make drastic changes that significantly impact residents in a negative way.

Below is the draft redistricting plan that the City Council has released for review and comment. The City Council is scheduled to hold a public hearing on this redistricting plan on Monday, April 2nd at 7:00pm in the City of Chaska Council Chambers, which is located at One City Hall Plaza, Chaska, Minnesota 55318.
